Server 2012 R2 0x8024401C when using Windows Update

windows server 2012 r2 standard upgraded 2008r2.  after upgrade receive error:  0x8024401c when trying update.

i not use proxy.  i have tried windows update troubleshooter, , clearing software distribution folder , restarting update service.

first fatal entry on log:  13fc ws fatal: oncallfailure(hrcall, m_error) failed hr=0x8024401c
