How to set the intranet trusted sites on windows server 2008R2 when GPO Has internet options locked down

i have local web site on local server access specific application web interface administering application.

ie policies controlled administrator thru gpo.

how can set intranet trusted site application in registry able access  applications web interface able administer supplication?

you can not user. need local administrative priviliges.
 
and if could, overwritten time time, because of
re-apply of gpo. ask admin add site gpo.
