GPO Issues - Computer GPO (software install) created but not effected

i have computer gpo installed, when run gpresult /source computer /r appeard under computer gpo no  gpo not actully  functional. software  install.

there are  three  dcs  in the  domain and under the  policies  folder  sysvol\domain name .internal\policies  , there a  list of  gpos but  few have gpt.ini file. have  added pics. the  policies not have gpt.ini file can be  deleted ?
