Creating Cluster Over W2K8

good morning, heres problem, when try create new scc copy on w2k8 using command im receiving 5 (0x00000005) error

c:\>cluster /cluster:exchclus /create /nodes:"exchclus01 exchclus02" /ipaddress:172.16.50.127/255.255.255.0
