Folder Redirection fails to apply for specific user - Other users with same permissions are fine. Error 502 and 510

i moving windows 7 users 1 redirection gp updated 1 based on security groups.  testing has shown test users files moved new location, based on security group, when old redirection policy removed , new 1 applied.  

note: permissions applied folder redirection locations implemented using security groups. 

started implementing new policy in live world , specific user having problems.  we can call them "realuser" or "ruser".  two errors appear in event log of ruser:

first event id 510 :
"folder redirection policy application has been delayed until next logon because group policy logon optimization in effect"

several event id 502 desktop, pictures, music, etc :
"failed apply policy , redirect folder "desktop" "\\server\facility-department\desktop". 
redirection options=0x9029.
the following error occurred: "failed redirect because destination directory "\\server\facility-department\desktop" offline". 
error details: "the network path not found.""

i opened command prompt on ruser , entered gpresult /r . confirmed ruser belongs correct security groups, has right policy applied (the new folder redirection), , not connected on slow link. however, old folder redirection still applies since new 1 keeps failing.

test computer trial run: made test user (tuser).  first simulated old ou , group policy setup tuser redirect old server location.  i logged test computer , populated files , confirmed working.  i removed tuser old security groups , ou , added tuser same ou , security groups ruser.  this same issue should appear.  however, tuser redirected new location no errors after gpupdate /force.  

original computer: went computer ruser assigned , repeated whole process tuser, old folder redirection (which worked) new folder redirection.  but time, ran same scenario ruser on same machine (the original computer problem).  as switch new folder redirection policy, errors.

appears specific problem win 7 64 bit computer.  help please?
