Windows user administration

hi,

i have created local user , added local administrator group in windows server 2008 r2 member of domain.

later found user was moved out automatically local administrator group. have added user again local administrator gruoup, still same problem persists user again moved out of local administrator group. suggestion on issue

i think group policy applied on server

as restricted group under policies - windows setting - security settings

 or local users , group under preferences - windows setting - control panel settings
