How to Deploy Incative users Policy in windows server 2003 Active Directory?

hi folks,

i want deploy group ploicy can identify users inactive more 30 days , account disabled automatically?
i don't wants run third party tool
can me please?

there no policy because gpos intended configure user & computer settings.
a gpo "runs" when computer starts or user logs in (and later in background),
so need active computer/user. how should inactive user determinded
if policy not run because user out of office?

what need process globally scans ad users , examines lastlogon property.
and quite sure not find built in functionality this.
