create users and domain join permissions/group

scenario: our domain xyz.com (root)
a.xyz.com
b.xyz.com
c.xyz.com

q1: need assign permission user able create users in b.xyz.com

q2: have different operators, responsible domain join. minimum permission assign ?

in advance, i'm new user of ad kindly guide me in details.
