Windows Fax and Scan not Working with Outlook 2007 Contacts

hello. have x64 windows server 2008 terminal server running office 2007 professional. when users try send fax points them windows contacts folder , not outlook address book. outlook set default in default programs. ths feature works fine on our vista machines, not on server.
