Do certain group policies never get applied when a computer always has a slow link connection?

here problem:

we have lot of offices abroad connected headquarters slow vpn line.

all domain controllers located within headquarters.

so everytime user logs on, group policy detect slow link connection.

these users never come headquarters , therefore conncetion slow link.

do understand correctly users never receive group policies?

if correct, group policies never applied?
