Can’t remove Chinese IME from windows 2008 machine,

can’t remove chinese ime windows 2008 machine, every time remove  (from start> control panel> region & language> keyboard & language> change keyboard>  select chinese , remove), comes after time or reboot, tried  copy setting (from  (from start> control panel> region & language>administrative>copy setting new account or system welcome screen) comes after few time.

i using office 2007 , proofing tools well, tried reinstall proofing tools without chinese language didnt worked

pls check gpo setting for region & language see whether there restrictions.
