VSS Writer wont online backup

we run hyper-v on server 2012 , have issue vss writer not using online backup.

when running 2008r2, had same problem, couple of vm's, have gone 2012 hosts have 12 vm's wont backup in online state.

when list writers, shows "backup using saved state" vm's under microsoft hyper-v vss writer, hyper-v problem , not dpm.

i have checked microsoft list of reasons when cannot perform online backup, none of apply.

how can diagnose preventing hyper-v vss writer perform online backup?

was verifying have integration components inside vms date 1 of msft things check?

all ics in vms must @ level of hypervisor vms running on.  if not updated, begin there.
