How to allow standard users to enable/disable network interfaces


hello technet,

i want users on company network able deactivate , reenable network interfaces attached computers. necessary , feel not necessary keep guys busy this.

so first thought "group policy".

i did quick internet research , found couple of articles pointing me group policy setting "ability enable/disable lan connection" being found under user config -> policies -> administrative templates -> network -> network connections.

i thought i'm there, activated setting, booted test machine, made sure gpo applied, still unable deactivate nic interface.

i did more research , found setting applies windows 2000 / xp / server 2003 not w7/8 etc.

i tried gpo on xp machine , setting indeed works described on os. definitly works on xp/2003/2000 not on newer ms os.

can please tell me how enable standard users on w7/8 able deactivate/activate network interfaces?
