Internet Security Zone Settings - Computer or User?

i've seen in both places user , computer; you say? there "best practices" can point explains advantages/disadvantages of either? 

windows components/internet explorer/internet control panel/security page/internet zone

it depends on scope want setting applied.

if want users have same settings regardless of machine use, need user gpo

if want machiens have same default settings no matter user logs on, need computer gpo. (note suer gpo might overwrite settings unless use loopback processing , put in user section apply gpo computer)

i think easiest way consistent managament use computer configuration default.
