DHCP Server with router acting as DHCP Relay Agent

i have system i'm using cisco rvs4000 router (172.20.10.2 & 3), several routers, each associated different dhcp scope, dhcp relay , providing access set of clients.

the sbs 2003 server providing dhcp (172.20.77.245) has superscope 3 scopes inside it. 3 scopes are:

172.20.9.0/24
172.20.10.0/24
172.20.11.0/24

eventually plan on adding more scopes, each of 172.20.x.0/24.

all default gateways of 172.20.0.252 (which has normal class b subnet mask of 255.255.0.0). needless say, doesn't work because 3 scopes isolated default gateway. client machine times out trying open web page, since has no way default gateway, though gateway back. when tried setup 3 scopes /16 subnets, wasn't allowed because they'd overlap.

does know how correctly configure dhcp server assign addresses , gateways work in environment?

 get rid of superscope?
