GPO to set and lock default web page in IE8

hi,

i'm trying lock down workstation eye towards making kiosk eventually.  first time i've tried i'm taking small bite @ time.  domain controller windows server 2008 r2 , computers windows xp pro sp3.

right i'm working gpo block applications except ie 8, working far, , attempting lockdown home page of ie.

i enabled "disable changing home page settings" , set url of interest doesn't seem taking.

i've linked gpo ou , put test computer ou , filter authenticated users.

when @ gpresult see under computer settings gpo listed under user settings not. 

any thoughts on how correct this?

why don't set "%programfiles%\internet explorer\iexplore.exe"
"alternate shell"? (adm-templates-system)

this user setting - link ou user resides in, or
enable loopback "replace" -

Azure MFA with Azure AD and RDS
