windows 2012 r2
have question user not local administrator group enable ability send messages other users logged on terminal sessions. if local administrator group has capability. enclose screenshot illustrate problem. gpo can set up?

based on understanding, want enable common users not in administrator group to "send message" other users connect same session host.

after doing research , test, didn't find way so, neither find official article descript rdp 2012r2. it's seems members in administrator groups have rights.

this method used use powershell command give account full control, while not work in test, may try it:
