Help me? I can not open or get access to many applets in the Control panel


i have tried fix problem since dad gave me used advent laptop vista home basic. 

in classic view, these applets in control panel can`t open or access to: user accounts, windows update, network , sharing center, personalization, backup , restore center, parental controls, default programs, power options, , system.

when try open of them, uac-window, press yes, uac goes away , nothing happens.

for others, if i`m lucky, i`ll see window-frame half second, then...poof!...gone...

i have tried deactivate uac via system configuration>tools, didn`t work...

as far know, there 1 user account. if log off user or choose change user, when "welcome-screen" appears, there "frank" user account option. no administrator or guest login.

is possible that, reason, don`t have sufficient access rights, although there no (visible) administrator user account?

i wrote in cmd.exe, , found called cacls , icacls. , if understand correctly, can type can give me access of user access rights(?) correct? can solve "control panel"-problems?

does know reason why have problem?

and importantly, can me solve problem?
