One desktop shortcut not getting created with GPO

creating several desktop shortcuts same group policy on win2008 r2 domain , 1 of shortcuts not not getting created. others such calculator , notepad created without error.

the shortcut in question program in %programfiles(x86)%

i using file system object , policy linked ou

i have tried:

1) create, replace, , update

2) using unresolved variable syntax %<programfiles(x86)>%

3) literal path program

4) both setting , not setting icon file path

nothing gives. 1 shortcut not create no matter do. advice appreciated...

run gpresult /h report.html command on problematic clients, have error message this? check windows event viewer, if contains error related gpo applying?

besides, ensure use correct variables when configure preference item. recognized environment variables gpp listed in below article(you can press f3 show them when configure it):
