Wall paper through group policy doesnt apply to windows XP

dear all,

we have windows 2008 r2 domain controller windows 7 , windows xp clients. want apply our corporate picture wallpaper using group policy. have saved .bmp file on server , shared same users. after setting same through group policy gets applied windows 7 , windows 2008 r2 system windows xp system display white blank page. have tried reading solution nothing seems making impact. can on how same working.
