it running repadmin within command window on windows server 2008 box not open admin privilege.  see blog entry explanation.

http://www.open-a-socket.com/index.php/2009/02/04/windows-server-2008-user-account-control-gotcha-3/

try command again, time open command window right-clicking icon , selecting "run administrator".
