reboots on shutdown

on build 9879, when shutdown, system reboots, instead of shutting down, on the first try.  on second try shuts down normally.  perhaps problem unique system , combination of installed software.  has else noticed behavior?

shutdown using start menu results in restart rather shutdown.  using win-c settings results in correct behaviors.  command prompt shutdown -s results in correct behavior.

Invalid pointer on gpresult /h gpreport.html
