Upgrade Server 2000?

hi. newly employed manage extremely small school network. became nt4 mcse 10 years back, of practical experience in desktop.

network sick: there badly managed migration in past windows 2000 server single dc new windows 2003 pdc, , in process old 2000 server left serving group policy redirected desktops bunch of users. changes group policy settings on pdc (server 2003) redirect shares elsewhere not honoured: on doing result of group policy check, wildly different values appear, seem cached somehow old configuration 2000 server single dc, , cannot trace these old values persisting. using dns alias redirect shares hasn't worked either, cannot remove old server network without breaking user log-ins, despite user profile references shares provides being changed point copies elsewhere. related problem setting group policy on anything, desktop folder redirection or internet proxy settings, hit or miss, , doesn't work users, if any. top all, staff have inexplicable login issues roaming profiles despite security settings on relevant folders being fine.

have come conclusion solution complete mess tear down ad domain , reinstall scratch. fortunately school small enough won't major headache (only 40 user accounts or in 3 organisational groups), , rebuild process allow better reorganisation of file shares, or use of dfs instead, end result far better patch repair. i'd reintroduce second rebuilt server provide dfs , log-on redundancy.

issue here lack of spare server parallel ad rebuild on while network in use, , non-existent budget. i'd upgrade server 2000 server 2003 , work on that, if can extract network without breaking much, unsure how can go doing such upgrade. can use 2003 server media (which have new server) perform upgrade once 2000 reinstalled sufficient service packs? need new server 2003 license, or server 2000 license key persist through upgrade? if not, there retail upgrade paths server 2000 still available anywhere don't involve full-price license server 2003? have other obvious (low-cost) options can re-use existing licenses?

i'm sorry if these seem noob questions experienced admins. :s
