TCP error code 10061

we using windows server 2012. in following error showed when running application. application depend on tcp port 808 have included windows firewall inbound role also... pls suggest me...

they suggest running netstat -anb application executed  ensure correct ports opened.

quote : "actively refused it" means host sent reset instead of ack when tried connect.
