GPO for Internet Explorer homepage: Policy & Preference GPOs not having desired effect


we have environment ie7 & ie8 on various windows xp computers.  attempting set initial home page via gpo, not make manditory. have policy mode gpo internet explorer maintenance on users, specifies home page.  unfortunately, expected policy mode, forces our users have specic.homepage.com.

in researching this, found internet explorer maintenance: preference mode.  copied our "internet explorer-user gpo" (policy mode), , removed homepage setting it.  placed preference-gpo home page set.  theoritically, since there no homepage forced - think set internet explorer designated.homepage.com, , allow users modify it.

what have found is: configuration resetting home page go.microsoft.com/xyz instead of designated.homepage.com.

can suggest method can change policy homepage, , still have our users go designated.homepage.com unless decide change default?

i ran similar issue before.  problem had when standard policy configured, preference made attempts reconfigure fail. 

one option i've tried reconfigure the gpo homepage configured standard settings , remove setting.  replace preference @ level, through "user configuration->preferences->control panel->internet settings".  doing not lock out field , should allow normal user configure it.
